Partnered with the nation’s largest county Public Health Department to define the vision, design the program, and secure sustainable funding for the deployment of innovative technologies and the distribution of medical products and diagnostic tests aimed at expanding “Access to Care” for underserved and high-need populations. Guided the initiative from concept through implementation, ensuring alignment with public health priorities, regulatory requirements, and the unique needs of diverse communities.

Directed large-scale community outreach efforts that established durable, trust-based partnerships across multiple sectors including government agencies, veterans’ organizations, faith-based and nonprofit groups, public schools, higher education institutions, clinics, behavioral health providers, and commercial entities. These collaborations created a coordinated framework for delivering care and building community health capacity.

In addition, spearheaded targeted public health campaigns and service delivery models addressing critical areas such as Opioid Harm Reduction, Safer Sex practices, and Respiratory Illness prevention and treatment. By combining technology-driven solutions with community-based engagement, the program not only improved immediate access to care but also laid the foundation for long-term health equity, resilience, and sustainable impact across one of the most complex and diverse regions in the country.

 Partnered with a government prime contractor to establish and operationalize a new Disaster Response division, securing a statewide contract in Florida and building a robust network of subcontractor partnerships to expand capacity and reach. Successfully led large-scale response efforts during Hurricanes Debby, Helene, and Milton, providing rapid mobilization of personnel, equipment, and resources across multiple counties. Coordinated closely with state and local agencies, first responders, healthcare providers, and community organizations to deliver life-saving assistance, restore critical infrastructure and services, and ensure continuity of care for impacted populations. This effort not only demonstrated the division’s ability to execute under extreme conditions but also reinforced long-term resilience by strengthening collaboration and preparedness at the state level.

  Partnered with the State of California and senior commercial leadership teams to design, develop, and implement comprehensive tactical and operational emergency management logistics plans at the state, county, and local levels. Coordinated seamlessly with multiple government departments, law enforcement agencies, fire departments, EMTs, and other first responder organizations to ensure strategic alignment, operational readiness, and rapid deployment capabilities. Oversaw planning and execution efforts that integrated supply chain management, resource allocation, communications, and field operations, strengthening statewide resilience and enhancing the ability to respond effectively to emergencies and large-scale disasters.

Collaborated with the Department of Defense (DoD) Defense Health Agency (DHA) to design, develop, and launch the Global Nurse Advice Line (GNAL), a mission-critical platform ensuring timely access to care for more than 9 million beneficiaries worldwide including active-duty Service Members, their families, and retirees. Built to meet the complex healthcare needs of a globally dispersed population, GNAL integrates advanced automation for real-time eligibility validation, eliminating administrative bottlenecks and accelerating patient access to care.

The platform provides 24/7/365 omnichannel, mobile-friendly virtual care that connects beneficiaries with nurse triage, physician consultations, and care navigation support. Its multilingual capabilities and global reach make it a lifeline for military families stationed both domestically and abroad, ensuring consistent, high-quality medical guidance anytime, anywhere.

Beyond expanding access, GNAL reduces strain on military and civilian healthcare systems by minimizing unnecessary ER visits, improving care coordination, and directing patients to the most appropriate level of care. This not only optimizes healthcare delivery but also increases military readiness by safeguarding the health and resilience of Service Members and their families. The program represents a major advancement in military healthcare innovation, setting a new standard for accessibility, efficiency, and patient-centered care across the DoD enterprise.

 Partnered with one of the largest grocery retailers in the U.S. with more than 2,000 locations and 285,000 employees across 35 states to design, implement, and manage a comprehensive nationwide COVID-19 testing program. Developed end-to-end workflows seamlessly integrated with multiple laboratories, technology providers, and medical supply chains to ensure accuracy, efficiency, and scalability. Led the creation of employee education initiatives to promote safety, compliance, and awareness, while also implementing a dedicated nurse advice line to support clinical questions and triage needs. Oversaw all regulatory compliance, including state and federal reporting, to ensure transparency and adherence to evolving public health mandates. This program not only protected the health and safety of employees but also sustained essential grocery operations during the pandemic, reinforcing the retailer’s role as a critical provider of food security to communities nationwide.

 Collaborated with a global maritime technology provider to design, develop, and deploy a multilingual telemedicine solution supported by urgent care physicians and nurses for 1,200 merchant vessels operating across international waters. The solution leveraged advanced communications technology to connect crews in real time with licensed clinicians, ensuring immediate access to medical expertise regardless of location. Provided timely clinical interventions that allowed crew members to safely remain on duty when appropriate, thereby reducing costly disruptions to maritime operations. When higher levels of care were required, coordinated complex medical responses, including helicopter evacuations, port-of-call interventions, and secure transfers to local medical facilities. This initiative enhanced crew health and safety, strengthened operational resilience, and set a new standard for delivering accessible, around-the-clock medical care in one of the most challenging environments in the world.
